"Imperial Stationary Office" is the best I can make out of "Ministerstvom Imperatorskovo Dvora e napyochatannomoo Ekspeditziye zagotovlyenuya gosudarctvyennehk bumag"  To obtain a modern edition of this work look for tiny editions ( 2&1/4" X 3&1/2" ) printed in 1991 in Moscow by "Poligraphi" (no isbn #)
